Denis Mora Blanco, age 28, of Norwalk, was charged in Westport on Friday, Feb. 2, after being stopped on I-95 without headlights and a bumper dragging on the ground.

Blanco was charged with:

Unable to post a $15,000 bond, Blanco was transported to Stamford Superior Court on Monday, Feb. 5.
